permission 是许可证的意思。但未必所有permission都合法，只是允许而已，不一定合法运行。permission是通过某一个领域的凭证。如parking permission，temporary permission(临时驾照)等。 consent 是比较正式的赞成，达成一致。用于通过正式讨论得出的结果，或者签订正式的文书。程度要比approval高。
